Senate Approves Amendment to Senators'
White/Madigan Clean Vehicles Program Act
Harrisburg – The state Senate today
approved an amendment crafted by Senator Mary Jo White,
chair of the Senate Environmental Resources and Energy
Committee, and Senator Roger Madigan, chair of the Senate
Transportation Committee, which establishes the California
vehicle emission standards in Pennsylvania.
The amendment to
Senate Bill 1025 also sets up a compliance alternative
that permits Pennsylvania consumers to continue purchasing
vehicles that meet the strict federal Tier II emission
standards.
Under the amendment, the state
Department of Environmental Protection (DEP) would be
charged with convening ozone stakeholder groups in areas not
anticipated to meet compliance with federal air quality
standards. The stakeholder groups must convene no later
than June 30, 2008. DEP must also report to the General
Assembly no later than June 30, 2010 the Commonwealth's
attainment status under the Clean Air Act, along with
recommendations for attaining and maintaining compliance
under the federal law.
PENNDOT will also be required to inform
the General Assembly regarding the number of vehicles
registered in Pennsylvania which meet the California vehicle
emission standards.
On December 13, 2005 the Senate
Environmental Resources and Energy Committee and Senate
Transportation Committee held a joint
public hearing
on clean vehicle emission standards.
Senate Bill 1025 is on third consideration, and now
awaits a final vote by the state Senate.
