White Announces $2.28 Million Loan for Knox Borough Sewer
System Replacement
Harrisburg – State Sen. Mary Jo White (R-21) today announced the
approval of a $2.28 million loan to help Knox Borough replace its faulty sewage
system.
White said the funding, approved by the Pennsylvania Infrastructure
Investment Authority (PENNVEST), will allow Knox to eliminate inflow into the
sanitary sewer collection system. The borough is under a consent order and
agreement with the state Department of Environmental Protection to eliminate the
raw sewage bypasses.
The borough's sanitary sewer collection system is overloaded as a result of
excessive inflow and infiltration from wet weather, causing collection system
surcharges and raw sewage bypasses at low-lying manholes and into residential
basements. This project will greatly reduce extraneous flows entering the
sanitary sewer collection system.
"This is an extensive project that Knox Borough has undertaken to bring its
sewer system up to DEP standards, and I am pleased to announce this vital
financial support," said White. "As important as these kinds of upgrades are,
they are extremely expensive for most communities, and without financial
assistance they would not be possible."
The loan helps finance a project that includes the replacement of 41,830
linear feet of sanitary sewers, 11,360 feet of sewer laterals, and 230 manholes,
as well as the construction of 1,240 linear feet of stormwater sewer to
eliminate inflow into the sanitary sewer collection system.
Terms of the 20-year loan are 1.274 percent interest for the first five years
and 2.547 percent interest for the balance of the term.
