White Bill to Post "Key '93" Project Funding Online Sent to
Governor for Enactment
Harrisburg – Legislation sponsored by Sen. Mary Jo White (R-21) that will
shed light on funding for parks and recreation projects received final
legislative approval and will be sent to the governor to be signed into law.
Senate Bill 302 was approved by the Senate in April and passed the House of
Representatives on Wednesday.
The measure requires state agencies that receive funding under the Keystone
Recreation, Park and Conservation Fund Act (Key '93) to submit annual reports to
the governor and General Assembly - including grants awarded from the fund, the
recipient's name, the location, a description of the project and project costs
--and post the information online.
Agencies required to report include the Department of Conservation and
Natural Resources, Department of Education, Pennsylvania Historical and Museum
Commission and the State System of Higher Education.
"More than ever, the Commonwealth has to track every dollar spent, and by
putting these reports online, taxpayers as well as legislators will be able to
see what is being spent what kind of projects are being funded," said White.
In the 2010-11 fiscal year, DCNR alone awarded $15.1 million in Key '93
grants for local recreation projects and an additional $6.1 million to land
trusts.
Key '93 grants are used for recreation, park and conservation planning,
acquisition, development education and technical assistance, planning for and
acquisition of open space and critical habitat by land trusts, grants to
nonprofit organizations and municipalities for rivers conservation and
rails-to-trails planning, acquisition and development activities.
